Issues Mobilization Political Action Fund (PAF)

The purpose of the Issues Mobilization Political Action Fund (PAF) is to support or oppose federal, state, and local issues that impact real property ownership in North Dakota.   PAF contributions also support related grassroots lobbying and education efforts.   PAF dollars may not be used to support candidates or for any other purpose prohibited by federal, state, or local law.  The PAF also provides assistance and/or funding in legal situations which may have a general impact on NDAR members. These would include, but not be limited to, potential or actual allegations or proposed actions or acts by government entities (i.e. HFA – HUD – IRS – Zoning Boards, City or County Boards, Legislature, State Agencies etc. ) Contributions are not deductible for income tax purposes

National Advocacy Successes


Statewide Advocacy Successes

  • Passage of legislation to allow earnest money disputes to be heard by small claims court in county where property is located or where agreed to by both parties (2015)
  • Passage of ballot measure prohibiting real estate transfer taxes (2014)
  • Failure of Measure 2 – prohibiting levying of property taxes (2012)
  • Failure of High Fence Hunting Legislation (2010)

Local Advocacy Successes

  • Fargo – 1/2 cent sales tax to provide permanent flood protection (2009)
  • Dickinson – Destiny Dickinson (2008)
  • Bismarck – Bismarck Mandan Chamber and other entitles for Information sessions on growth of the Bismarck Mandan community (2005)
  • Fargo, Minot, and Grand Forks – Retention of Military Bases In the State (2005)
  • Minot – A Vote Yes for an Extension of $.01 sales tax (2004)
  • Fargo and Grand Forks – FEMA flood insurance study (2001)

  • Organizations, corporations and affiliates may only contribute to Issues

  • Platinum R – One time, calendar year contribution of $10,000, to sustain: $5,000 per calendar year thereafter
  • Golden R – One time, calendar year contribution of $5,000, to sustain: $2,000 per calendar year thereafter
  • Crystal R– One time, calendar year contribution of $2,500, to sustain: $1,500 per calendar year thereafter
  • Sterling R – One time, calendar year contribution of $1,000, to sustain: $1,000 per calendar year thereafter
  • President’s Club – $500
  • Capital Club – $250
  • Pinnacle – $99
  • Investor – $30

NAR Hall of Fame

RPAC or Issues Mobilization or a combination of both investments to NAR totaling in aggregate over the years at least $25,000.
